The long-term, overall objective of the project is to reduce greenhouse gas (GHG) emissions and other emissions in air and water in Bulgaria and to create public understanding throughout that process. The Kyoto Protocol, tightened EU emissions norms, the new phase of United Nations Framework Convention of Climate Change (UNFCCC) and the demand for a new type of pro-active National Action Plan for Climate Change (NAPCC) put pressure on the central, county and municipal administration in planning and monitoring of reduction of GHG emissions. The scientific and practical achievements in Bulgaria and Norway are planned to feed for administrative decisions on the go, while the existing 2005 – 2008 NAPCC settles.
